The Corridor Development Plan documents the goals and objectives for the I-90/Valley High Performance Transit (HPT) corridor and includes these recommended improvements:
•Projects within STA Moving Forward program
•Other future service and capital improvements in the corridor
•Documents evaluation process and public outreach efforts

The Spokane Transit Board of Directors held a public hearing on June 16, 2022 to receive testimony on the I-90/Valley High-Performance Transit Draft Corridor Development Plan.

STA’s guiding objectives for this project are:
- Support economic vitality and growth by improving mobility on the busiest urban corridor in the Spokane/Coeur d’Alene Region
- Advance transportation equity by improving access to jobs, education, health care, recreation, healthy food, childcare, and other facilities
- Promote integrated solutions that support safe and healthy transportation options for all ages and abilities
- Engage our local agencies, businesses, and diverse community members to envision, enhance, craft, validate, and support service and facility improvements
- Serve as a model of cooperation for the community benefits of a regional and interstate partnership
- Advance service and supporting infrastructure improvements that are safe, cost-conscious, high-performing, resilient, and reflect and enhance community identity and environment
Regional employment trends present a viable and strategic opportunity for HPT on the I-90/Valley Corridor
Census data has found the pace of growth in employees commuting cross-border (between Kootenai and Spokane Counties) for work is significantly higher than the pace of growth in total jobs during 2009-2018.
Project Background
This project is one of six High Performance Transit corridors slated for improvements in STA Moving Forward.
Our study will explore possible implementations such as:
- New transit centers
- Expanded commuter parking east of Sullivan Road
- Direct, non-stop peak hour service between Liberty Lake and Spokane
- Night and weekend service
- Extend service to Post Falls and Coeur d’Alene on a two-year pilot basis through a cross-state partnership*
*Pilot Program: Introduce service to Post Falls and Coeur d’Alene dependent on collaboration with partners in Kootenai County
Improvements will include design, engineering, right-of-way acquisition, and construction of transit facilities and infrastructure.
Other I-90/Valley Corridor elements:
- HPT stations/enhanced stops at other locations in the corridor
- I-90/Valley service architecture
- Argonne Road flyer station and park and ride
- Network redesign informed by new facilities

Project Phases
Phase 1 – Planning (2021-2022)
- Analyze and evaluate operations and infrastructure solutions
- Engage project stakeholders and the public for input and collaboration
Phase 2 – Design and engineering (2022-2024)
- Design and engineer the project, including routes, infrastructure, and construction
Phase 3 – Construction and implementation (2023-2025)
- Gather and acquire resources for construction
- Implement and launch the new High-Performance Transit service
Community Outreach
STA is committed to communicating about all construction activities and their impacts on transit users, pedestrians, nearby businesses, and homeowners, and drivers who may be affected.
For this project, we have formed a Technical Advisory Committee (TAC), comprised of regional and state transit agencies who are informing and providing input on this project.
