2024 USDOT Reconnecting Communities Pilot
Capital Construction Grant Program
STA is partnering with the Washington State Department of Transportation (WSDOT), the City of Spokane, Spokane County, and the Spokane Regional Transportation Council (SRTC) to convert the existing Route 25 to Bus Rapid Transit (BRT) service.
This project will provide faster and more reliable bus service, extending from downtown Spokane, along the Division Street corridor, for approximately 10 miles to the Mead area.
Program Goals & Highlights
- Improving access to daily needs such as jobs, education, healthcare, food, nature, and recreation
- Foster equitable development and restoration
- Provide technical assistance
- Removal of a dividing facility

- Improved access by building or improving Complete Streets
Project Elements
- Fixed guideway BRT
- Zero-emission buses
- Potential for 15-minute frequency or better
- Side-running, dedicated BAT lanes
- Protected bicycle facilities
- New transit center at the northern terminus
- New downtown layover and charging area
- Improved passenger amenities
- New/Improved sidewalks
