Paratransit Eligibility
If you need Paratransit services because of a disability, you must apply and be approved.
During the eligibility process, an applicant must show that, because of the effects of a disability, the applicant cannot get to or from a bus stop, get on or off a bus, or successfully complete a trip using a regular bus.
Types of Eligibility
There are three (3) levels of ADA Paratransit service:
- Temporary – in response to an event such as a stroke, broken leg, hip replacement, etc., where the condition is expected to change within a year.
- Conditional – for people who are able to take the regular bus some of the time and need Paratransit some of the time. This level is customized to each person’s abilities.
- Full, Unconditional – for people who do not have the skills to use the regular bus and need Paratransit all of the time.
Important Points About Eligibility:
- Eligibility is not permanent and usually lasts 1 to 3 years.
- Spokane Transit will send a renewal notice and recertification form 60 days before your eligibility expires.
- You must be at least 6 years old to be eligible.
- Your ID card will show your customer number, eligibility level, and expiration date. If you still need Paratransit after your eligibility expires, you must reapply.
How to apply for Paratransit
- Request an application: Get a paper application by calling Spokane Transit Paratransit Services (TTY Relay 711) or download and fill out the Paratransit Application form (PDF).
Complete the Application: Fill out all questions, sign the form, and have your medical provider complete their section. Spokane Transit will not process incomplete applications.
In-Person Assessment: After submitting your form, you may need to visit the Mobility Center for an assessment. Spokane Transit will contact you if this is needed and provide free transportation.
Eligibility Decision: Once all information is received, Spokane Transit will decide within 21 days and notify you in writing. If approved, you’ll get an ID card showing your eligibility details.
Appealing a Paratransit Application
If you disagree with the eligibility decision, you can appeal within 60 days. You can request an in-person hearing or submit a written appeal. You must explain how your disability prevents you from using the regular bus system.

Appeals must be submitted within 60 days of the decision letter. After your appeal hearing or review, you will receive a final written decision within 30 days.
